Credential Service Providers engaging in high assurance identity proofing must verify the identity evidence presented during credential issuance in-person.

Does the CSP verify identity evidence in an appropriate fashion for in-person identity verification, achieving a strength of SUPERIOR? Details on the superior strength can be found in NIST 800-63-3 Section 5-3.

Provide evidence (e.g. organizational policies, compliance/assessment reports, sample data, etc.) that describe the evidence verification method employed by the CSP.

Conformance Criteria (1)

The CSP SHALL verify identity evidence as follows:
  1. At a minimum, the applicant's binding to identity evidence must be verified by a process that is able to achieve a strength of SUPERIOR.
  2. With the applicant in-person.
